Paper and fibre food packaging: cups, bowls, trays and lids

Packaging & PPWR · Regulation (EU) 2025/40

Every PPWR obligation, from one packaging inventory

The specification you need sits with your converter, one or two tiers up. Collect it once for the technical file, recycled content, recyclability and EPR, with or without footprints.

Why this matters now

PPWR made packaging a board question

The EU Packaging and Packaging Waste Regulation applies since 12 August 2026 in every member state: a technical file and declaration of conformity per packaging type, substance evidence, and producer registration with an annual tonnage report. Recycled-content minimums, recyclability grades and fee modulation follow. All of it rests on the same facts: every component, material and gram, traced to the company that made it.

Two ways to run it

PPWR on its own, or PPWR and your footprints

Packaging only

You have a PPWR problem, today

Converters are invited, the specification comes back structured, and you get technical-file data, recycled content, recyclability and EPR tonnage per country. No footprint project needed.

Packaging and footprints

You want the second benefit too

It is the same data a product carbon footprint is built from, so one collection serves both, with compliance attributes next to the kg CO₂e in one export.

The timeline

Not one deadline. Waves of them, through 2040

Each wave builds on the inventory you start today.

NowIn application: technical file, declaration of conformity, substance limits, EPR reporting
2028Compostable tea bags and produce stickers; empty space minimised in sales packaging
2030At the earliest: recycled-content minimums*; recyclability grades A/B/C*; format restrictions; reuse targets
2035“Recycled at scale” added to the recyclability condition
2038Only grades A and B on the market
2040Higher recycled-content and reuse targets; waste −15% vs 2018

*Both 2030 dates are floors, not deadlines. Recycled-content minimums apply from 1 Jan 2030 or three years after the Art. 7(8) calculation method, whichever is later; grades from 1 Jan 2030 or 24 months after the Art. 6 delegated acts. Harmonised sorting labels follow the pending EU act, already overdue. Of roughly thirty secondary acts, one has been adopted.

The problem

The supplier who makes your product rarely knows its packaging

The specification sits with the converter, one or two tiers up, and chasing it by email does not scale. CarbonCloud connects the tiers.

How it works

Invite your supplier once. The converter fills in the specification

Your supplier gets one structured request, free to answer, and passes it on to whoever holds the specification. Unlike a compliance letter, a specification held in the platform stays current when a liner or coating changes.

  • Requests travel tier by tier to the converter who holds the specification
  • Not ready to join? Suppliers can confirm by secure link without an account
  • Upload the declarations you already hold and the parameters are read off them
  • A specification entered once serves every customer and product that uses it
  • Private label is handled at the source: responsibility follows whoever places the packaging on the market
  • Customers see declared attributes, never the confidential construction detail

The other half

You are not only collecting documents. You are issuing them

PPWR makes you a receiver and an issuer at once: converters send you documents, and your customers ask you for a declaration of conformity per packaging type. Assembled by hand, it cites PDF filenames and goes stale when a material changes.

  • A declaration of conformity per packaging type, generated and versioned
  • Customer questionnaires answered from the same records
  • Evidence attached to its component, with date and author
  • Re-issued when a supplier changes a material

Beyond the EU

One inventory, every market you sell into

PPWR is the strictest packaging regime in the world, but not the only one.

Gates on market access

The EU and Northern Ireland since August 2026; South Korea, with cease-sale orders; Turkey, where registration is a pre-market approval.

Priced, not blocked

Great Britain charges for poor recyclability instead: a red rating pays a 1.2 times fee multiplier, rising to 2.0 by 2028/29.

Fee and tonnage

Seven US states, the Canadian provinces, Japan, Switzerland and Australia, each in its own taxonomy and format.

Underneath sits the same inventory, so a second market is a mapping, not another data collection.

PPWR in the UK and the US

Getting it there

The document has to reach people who will never log in

Most of the people who need your declaration will never have an account with us, and that has to be fine.

01

Customers already on the platform

It appears against the product they buy from you, already current.
02

Everyone else, by link

One link that always shows the current version, with no account needed.
03

Or as a file, when they insist

Export the declaration as a PDF, with the structured data behind it.

When a converter changes a material, every declaration that depends on it is re-issued and every link follows.

One export, two obligations

Compliance data next to the footprint, in the same report

Material, weight, recycled content and attestation per product, with the kg CO₂e in the same row if you run footprints too. Ready for producer registers, your Annex VII technical file and ESRS E5 and E1.

Illustrative data. Recyclability assessment joins as a column when the EU grading criteria are adopted.

What you get

One inventory, every packaging deliverable

Packaging inventory per product

Components, material, weight, tier and supplier: the data layer of your Annex VII technical file.

Substance evidence from the converter

Heavy metals and, for food contact, PFAS. In force since August 2026, timestamped and stored against the packaging.

Declaration of conformity, generated

Per packaging type, built from the inventory and versioned, with evidence linked to each component.

EPR tonnage and fees per country

Tonnage per market, year and material category, computed from the volumes you actually sold.

Recycled content with evidence

Per material, from the supplier’s declaration, on the plant-and-year basis Article 7 asks for.

Recyclability assessment

The criteria act is due in 2028. We hold the component weights grading runs on, and grade your inventory when it lands.

A way in on day one

Upload the declarations and data sheets converters already send; the inventory fills while suppliers join.

Checks as each rule arrives

Format restrictions, exemptions, empty space and reuse share, evaluated as each delegated act is published.

Day one

Four obligations are enforceable right now

Most of PPWR still waits on delegated acts. These four already apply, and one inventory answers all of them.

Annex VII · Art. 39Technical file and declaration of conformityPer packaging type: component materials, the standards applied, the assessments and the test reports. Kept five years, ten for reusable.
Art. 5Substance limits, no transition periodHeavy metals at or below 100 mg/kg combined. PFAS in food-contact packaging at 25 ppb single, 250 ppb summed, 50 ppm including polymeric.
Art. 6(1)Packaging must be recyclableThe duty is live even though the grading method that defines it is still in preparation.
Art. 44 · Annex IXProducer registration and EPR reportingRegistered in every member state where you place packaging, then tonnage by category filed by 1 June each year.

Why one inventory

EPR fees will price your packaging choices

Once the EU criteria are adopted, fees follow recyclability and recycled content, so every design change shows its cost next to its carbon line. PPWR-only tools give you no footprint, and none goes past your direct supplier.

Footprint and PPWR

Your packaging inventory is already in place. We add the compliance attributes and EPR report on top.

PPWR only

Build the inventory through your suppliers and get your EPR report. Add footprints later with no re-entry.

What we don't do: sign your declaration of conformity, file your national registrations, or run substance testing. We hold the data those steps rest on.
